An HDB renovation permit is not a blanket approval for an entire flat. HDB regulates different work types separately, and the answer can change with the location, construction method, existing flat condition and supporting documents.

That is why a verbal answer such as “hacking is allowed” is not enough. Before the first worker arrives, the proposed drawings, permit-controlled items, approved conditions and specialist appointments should match the quotation and site schedule.

Most important: HDB states that flat owners remain responsible for ensuring the renovation follows its guidelines, even when a contractor manages the application and site.

The three checks homeowners often confuse

Approval planning becomes clearer when you separate three questions:

  1. Does HDB require a renovation permit? Some work types require approval before work starts; others do not.
  2. Is a qualified specialist required? HDB specifically directs owners to use an EMA-licensed electrical worker for electrical work and a BCA-trained air-conditioner installer for air-conditioning work. Certain proposals may require a Qualified Person.
  3. What site conditions still apply? Work without a permit can remain subject to HDB technical rules, approved materials or methods, renovation conditions and restrictions.

The permit question is therefore only one part of compliance. Treating it as the only check creates avoidable delay and rework.

Who applies for the HDB renovation permit?

The renovation contractor normally submits the electronic application for the owner. HDB requires flat owners to engage a contractor listed in its Directory of Renovation Contractors for renovation works in the flat.

Do not rely only on a logo, licence number in a quotation or an old screenshot. Verify the company against HDB's current contractor directory and ensure the legal company name on the quotation is the same entity handling the application.

Before submission, agree on the final layout, the walls and finishes to be removed, new openings or partitions, bathroom works, window or air-conditioning changes and any other regulated item. A permit based on an outdated drawing does not protect a changed site instruction.

Which HDB renovation works need approval?

HDB publishes separate guidelines for building works, windows, electrical works, air-conditioning, water and sanitary plumbing, and gas works. Permit status depends on the exact proposal. The table below is a planning screen—not a substitute for checking the applicable HDB page and the flat's approved plan.

Pre-submission checks for common HDB renovation work
Proposed workWhat to confirm before schedulingWhy it matters
Wall demolition or a new openingWhether HDB approval and floor-plan evaluation are required; whether a Qualified Person is neededWalls can affect structure, services and approved escape or room arrangements
New internal partitionsMaterial, thickness, location and any restrictions around windows, ventilation or household shelters“Non-structural” does not automatically mean unrestricted
Bathroom or toilet hackingCurrent permit conditions, waterproofing requirements and whether the flat is within the restriction periodNewly built flats have a three-year restriction on removing bathroom and toilet wall and floor finishes
Floor or wall finishesWhether the method is hacking or overlay, total finish thickness and substrate conditionThe permitted method and technical limits may differ
Window replacementApproved window contractor, design and submission requirementsWindow work is regulated separately from general interior work
Electrical changesScope to be carried out or supervised by an EMA-licensed electrical workerGeneral renovation approval does not replace electrical requirements
Air-conditioning installationBCA-trained installer, equipment location, piping route and applicable installation rulesCondensing-unit and drainage arrangements affect safety and the building exterior
Plumbing, sanitary or gas workApplicable HDB rules and the qualified or licensed trades required for the exact workConnections and concealed services need correct trade responsibility

If the proposal is unusual, affects a wall or household shelter, changes windows or external-facing equipment, or cannot be located clearly on the floor plan, resolve it before pricing the final work sequence.

When is the floor plan important?

HDB states that certain renovations, including wall demolition, require evaluation. The renovation contractor submits the flat's floor plan showing the proposed work together with the electronic renovation application.

Mark the proposal clearly. Show each wall to be removed or erected, relevant dimensions, doors and openings, and the relationship to rooms and fixed elements. If the contractor cannot tell which wall you mean from the drawing, the submission is not ready.

Keep the submitted drawing, the approval and any conditions in the same project file. Site supervisors and hacking workers should work from the approved revision—not from an earlier sales sketch.

Planning principleDraw first. Submit the same scope. Build the approved revision.

The quotation, floor plan, permit application and site drawing should describe one project. Misaligned revisions are a common source of delay and variation costs.

Do not promise a start date before these five items are closed

  1. Final scope: The layout and regulated work items are frozen for submission.
  2. Contractor check: The appointed company is currently listed in HDB's Directory of Renovation Contractors.
  3. Permit and conditions: Required approvals are obtained and every condition has been translated into site instructions.
  4. Specialists: Licensed, trained or qualified persons required for the relevant trades have been appointed.
  5. Site logistics: Neighbour notice, access, protection, delivery, debris and any Town Council requirements are planned.

Build permit time into the project programme rather than hiding it inside an optimistic commencement date. Ember's HDB renovation timeline guide shows where approvals, selections and fabrication fit into the wider sequence.

What should the quotation say about permits?

A useful quotation should identify who prepares and submits the application, which drawings are included, which specialist endorsements are excluded, and whether approval-related changes affect price or time.

Ask these questions before signing:

  • Which quoted items require HDB approval?
  • Which items require a specialist contractor, licensed worker or Qualified Person?
  • Who pays for drawings, endorsements, tests, deposits or resubmissions?
  • What happens if HDB approves only part of the proposed scope?
  • Will any fabrication start before approval, and who carries that risk?
  • How will a permit-driven change be recorded as a variation or deduction?

Six permit mistakes that can derail an HDB renovation

  • Starting first and applying later. Approval-controlled work should not begin while the application is pending.
  • Changing the hacked wall on site. A different wall or opening is a different proposal.
  • Assuming every partition is harmless. Location, material and surrounding building elements still matter.
  • Ignoring the new-flat bathroom restriction. HDB states that newly built flats have a three-year restriction on removing bathroom and toilet wall and floor finishes.
  • Using the wrong trade. Electrical and air-conditioning works have specific worker or installer requirements.
  • Treating approval as a quality check. An HDB permit addresses regulatory requirements; it does not confirm your quotation is complete or that workmanship will meet your expectations.

Frequently asked questions

Who applies for an HDB renovation permit?

The HDB-listed renovation contractor normally submits the electronic application on the owner's behalf, together with the required drawings or documents for the proposed works.

Can renovation start while the HDB permit is pending?

Works requiring HDB approval should not start until approval has been obtained. Confirm the approved scope and conditions with your contractor before site work begins.

Does “no permit required” mean there are no HDB restrictions?

No. Work without a permit can still be subject to HDB technical requirements, approved methods, specialist qualifications and general renovation conditions.

Can any contractor renovate an HDB flat?

HDB states that owners must engage a contractor listed in its Directory of Renovation Contractors for renovation works in the flat. Verify the legal company name in the live directory.

Is an HDB permit the same as permission from the Town Council?

No. HDB approval addresses the regulated renovation scope. Site logistics, common-property use, debris services and other local arrangements may involve separate coordination. Check the requirements that apply to your block and work.
